David Hume\u2019s concept of national characters tangentially touches on specific traits of people of the same country anthropological but not anthropology as science grounding on socio- cultural structure and historical development. Therefore, national characters manifest both the country as well as the people. Hume\u2019s essay on national characters resembles a picture surface so common that it might be bias and disturb our mind in search of truth. In his own words, \u201cThe vulgar are apt to carry all national characters to extreme, and having once established it as a principle that any people are knavish, or cowardly, or ignorant, they will admit of no exception, but comprehend every individual under the same censure.\u201d<\/p>\n<p>44. \u00dd-ni\u1ec7m v\u1ec1 \u0111\u1eb7c-t\u00ednh d\u00e2n-t\u1ed9c c\u1ee7a David Hume b\u00e0n v\u1ec1 nh\u1eedng n\u00e9t \u0111\u1ea1i-c\u01b0\u01a1ng c\u00f3 v\u1ebb nh\u00e2n-ch\u1ee7ng h\u1ecdc nh\u01b0ng kh\u00f4ng ph\u1ea3i l\u00e0 Khoa Nh\u00e2n-ch\u1ee7ng chuy\u00ean m\u00f4n v\u1ec1 v\u0103n-h\u00f3a, x\u00e3-h\u1ed9i v\u00e0 l\u1ecbch-s\u1eed. One of the gravest chronic symptoms in political life underlines the blind ambition of the government that does not always truly represent the people\u2019s interest. Putin has already created a horrible situation, not only affecting Russia but the entire world as his war against Ukraine is still grinding on and thus shifting geographical stability to extreme that a Diaspora probably hopeless for future Exodus in tune with Russian accelerating isolation. On May 24, 2022 a Russian journalist reported Boris Bondarex, \u201cRussian veteran diplomat to the United Nations in Geneva condemned Russia\u2019s invasion of Ukraine, \u201cThe aggression war unleashed Putin against Ukraine, and in fact against the entire Western World, is not only a crime against the Ukrainian people, but also perhaps, the most serious crime against the people of Russia, with the bold letter Z crossing out all hopes and prospects for the prosperous free society in our country.\u201d<\/p>\n<p>45. Putin \u0111\u00e3 g\u00e2y ra m\u1ed9t t\u00ecnh-tr\u1ea1ng kinh-ho\u00e0ng, kh\u00f4ng ch\u1ec9 \u1ea3nh-h\u01b0\u1edfng \u0111\u1ebfn n\u01b0\u1edbc Nga m\u00e0 to\u00e0n th\u1ebf-gi\u1edbi, \u0111\u00f3 l\u00e0 cu\u1ed9c-chi\u1ebfn x\u00e2m-l\u0103ng Ukraine \u0111ang di\u1ec5n ra khi\u1ebfn h\u00e0ng lo\u1ea1t ng\u01b0\u1eddi di t\u1ea3n (Diaspora) c\u00f3 th\u1ec3 kh\u00f4ng hy-v\u1ecdng tr\u1edf v\u1ec1 qu\u00ea c\u0169 (Exodus), \u0111\u1ed3ng th\u1eddi n\u01b0\u1edbc Nga c\u00e0ng ng\u00e0y c\u00e0ng tr\u1edf n\u00ean c\u00f4-l\u1eadp. Ng\u00e0y 24 th\u00e1ng 5, 2022 m\u1ed9t nh\u00e0 b\u00e1o ng\u01b0\u1eddi Nga cho bi\u1ebft \u00f4ng Boris Bondarex c\u1ef1u ngo\u1ea1i-giao Nga t\u1ea1i v\u0103n-ph\u00f2ng Li\u00ean-Hi\u1ec7p Qu\u1ed1c \u1edf Geneva \u0111\u00e3 l\u00ean \u00e1n vi\u1ec7c \u201cNga x\u00e2m-l\u0103ng Ukraine c\u1ee7a Putin kh\u00f4ng ch\u1ec9 vi-ph\u1ea1m ri\u00eang Ukraine m\u00e0 c\u00f2n vi-ph\u1ea1m th\u1ebf-gi\u1edbi T\u00e2y-ph\u01b0\u01a1ng, kh\u00f4ng ch\u1ec9 l\u00e0 t\u1ed9i-\u00e1c ch\u1ed1ng l\u1ea1i d\u00e2n Ukraine m\u00e0 c\u00f3 l\u1ebd l\u00e0 m\u1ed9t t\u1ed9i-\u00e1c l\u1edbn nh\u1ea5t ch\u1ed1ng l\u1ea1i ch\u00ednh d\u00e2n Nga. Ch\u1eef Z tr\u1edf th\u00e0nh bi\u1ec3u-t\u01b0\u1ee3ng d\u1eabm n\u00e1t m\u1ecdi hy-v\u1ecdng v\u00e0 m\u1ecdi \u01b0\u1edbc m\u01a1 cho x\u00e3-h\u1ed9i t\u1ef1-do th\u1ecbnh-v\u01b0\u1ee3ng c\u1ee7a ch\u00ednh x\u1ee9-s\u1edf ch\u00fang t\u00f4i.\u201d<\/p>\n<p>46. Back to the national characters, for Wittgenstein, \u201c<i>Rousseau\u2019s character has something Jewish about it<\/i>.\u201d (W. Culture and Value, 1992, p. 20e). Is there a great deal of characters of Jewish people? If so, what do they manifest and how specifically we can get into the heart of thing about the one that relates Rousseau\u2019s? This must be something of \u201cempathy\u201d dealing with social, cultural, historical and political through space and time.<\/p>\n<p>46. Tr\u1edf l\u1ea1i v\u1edbi nh\u1eadn-\u0111\u1ecbnh v\u1ec1 t\u00ednh qu\u1ed1c-gia, Wittgenstein cho r\u1eb1ng: \u201c<i>Rousseau c\u00f3 c\u00e1i g\u00ec gi\u1ed1ng ng\u01b0\u1eddi Do-th\u00e1i<\/i>.\u201d Ng\u01b0\u1eddi Do-th\u00e1i c\u00f3 nhi\u1ec1u t\u00ednh-c\u00e1ch kh\u00e1c nhau kh\u00f4ng? N\u1ebfu c\u00f3, t\u00ednh-c\u00e1ch n\u00e0o c\u1ee7a Do-th\u00e1i g\u1ea7n g\u0169i v\u1edbi Rousseau? V\u1ea5n-\u0111\u1ec1 n\u00e0y \u0111\u1ee5ng v\u00e0o l\u00e3nh-v\u1ef1c c\u1ea3m-th\u00f4ng \u0111\u00edch-th\u1ef1c c\u00f3 th\u1ec3 chia x\u1ebb v\u1edbi nhau (ph\u1ea3i n\u1eb1m trong ch\u0103n m\u1edbi bi\u1ebft ch\u0103n c\u00f3 r\u1eadn). \u0110\u1ee5ng \u0111\u1ebfn ki\u1ebfn-th\u1ee9c trong l\u00e3nh-v\u1ef1c n\u00e0y c\u1ea7n ph\u1ea3i \u0111i s\u00e2u v\u00e0o x\u00e3-h\u1ed9i, v\u0103n-h\u00f3a, l\u1ecbch-s\u1eed v\u00e0 ch\u00ednh-tr\u1ecb, t\u1ee9c c\u1ea7n t\u1edbi kh\u00f4ng-gian v\u00e0 th\u1eddi-gian.<\/p>\n<p>47. Another overwhelming remark, probably a sort of personal experience or self-consciousness impresses Wittgenstein to say, \u201c<i>Mendelssohn is not a peak, but a plateau. His Englishness.<\/i>\u201d This trope appears as a fascinating discovery of the British character of highly broad categorically and metaphorically contributing to significant spatiality.<\/p>\n<p>48. M\u1ed9t nh\u1eadn-\u0111\u1ecbnh r\u1ea5t m\u1ea1nh v\u00e0 kh\u00e1c n\u1eefa c\u1ee7a Wittgenstein l\u00e0m cho ch\u00fang ta suy ngh\u0129 m\u00f4ng lung khi \u00f4ng vi\u1ebft: \u201c<i>Mendelssohn kh\u00f4ng ph\u1ea3i l\u00e0 m\u1ed9t ng\u1ecdn n\u00fai cao, \u00f4ng ta l\u00e0 cao-nguy\u00ean, m\u1ed9t tinh-th\u1ea7n r\u1ea5t ng\u01b0\u1eddi Anh<\/i>.\u201d L\u1ed1i n\u00f3i \u1ea9n-d\u1ee5 n\u00e0y \u00e1m-ch\u1ec9 t\u00ednh c\u00e1ch ng\u01b0\u1eddi Anh, t\u00ednh \u0111\u00f3 kh\u00f4ng cao nh\u01b0 n\u00fai, nh\u01b0ng l\u00e0 m\u1ed9t cao-nguy\u00ean, r\u1ea5t m\u00eanh-m\u00f4ng.<\/p>\n<p>49. Hume\u2019s observation of his national characters exploits facts not metaphors that are based on crude experiences, realistically at some point but challenging at other under cultural and social pressures for illumination of true consciousness about toleration against infringement. He sees for example the common Swiss are more honest than the Irish, the Frenchman show greater wit and gaiety than the Spaniard and the Englishman have more knowledge than the Dane (the native of Denmark).<sup>1<\/sup> He also alleges that super human beings as isolated characters are born in less prominent societies, for instance the great poet Nguyen Du, a super star writing his master piece The <i>Tale of Kieu <\/i>in a less developed Anamite (Vietnamese) society. This illuminates an indisputable discovery by the French writer Ren\u00e9 Crayssac<\/p>\n<p>50. Hume nh\u1eadn x\u00e9t v\u1ec1 t\u00ednh d\u00e2n-t\u1ed9c c\u1ee7a m\u1ed7i n\u01b0\u1edbc d\u1ef1a tr\u00ean s\u1ef1-th\u1ef1c ch\u1ee9 kh\u00f4ng d\u1ef1a v\u00e0o \u1ea9n-d\u1ee5. Ngh\u0129a l\u00e0 m\u1ed9t \u0111\u1eb7c-t\u00ednh tuy \u0111\u00fang \u1edf m\u1ed9t \u0111i\u1ec3m nh\u01b0ng \u0111i\u1ec3m \u0111\u00fang \u1ea5y c\u00f3 th\u1ec3 l\u1ed7i th\u1eddi v\u00ec \u1ea3nh-h\u01b0\u1edfng c\u1ee7a v\u0103n-h\u00f3a v\u00e0 x\u00e3-h\u1ed9i v\u1ea1ch ra ch\u00e2n-t\u00ednh c\u1ee7a \u00fd-th\u1ee9c cho ta th\u1ea5y \u0111\u00e2u l\u00e0 l\u01b0\u1ee3ng khoan-h\u1ed3ng (thi\u1ec7n) v\u00e0 \u0111\u00e2u l\u00e0 \u00e2m-m\u01b0u hi\u1ec3m-\u0111\u1ed9c (\u00e1c). Theo Hume, ng\u01b0\u1eddi Th\u1ee5y-s\u0129 ch\u00e2n-th\u1eadt h\u01a1n ng\u01b0\u1eddi \u00c1i-nh\u0129 Lan, ng\u01b0\u1eddi Ph\u00e1p th\u00f4ng-minh v\u00e0 vui-t\u00ednh h\u01a1n ng\u01b0\u1eddi T\u00e2y Ban Nha, c\u00f2n ng\u01b0\u1eddi Anh uy\u00ean-b\u00e1c h\u01a1n ng\u01b0\u1eddi \u0110an-m\u1ea1ch. Hume nh\u1eadn th\u1ea5y r\u1eb1ng c\u00f3 nh\u1eefng thi\u00ean-t\u00e0i \u0111\u1ed9c-\u0111\u00e1o trong nh\u1eefng x\u00e3-h\u1ed9i b\u00ecnh-th\u01b0\u1eddng, ch\u1eb3ng h\u1ea1n Ren\u00e9 Crayssac \u0111\u00e3 kh\u00e1m-ph\u00e1 v\u00e0 d\u1ecbch sang ti\u1ebfng Ph\u00e1p <i>Truy\u1ec7n Ki\u1ec1u<\/i>, m\u1ed9t ki\u1ec7t-t\u00e1c c\u1ee7a thi-h\u00e0o Nguy\u1ec5n Du trong x\u00e3-h\u1ed9i An-nam (Vi\u1ec7tnam) c\u00f2n k\u00e9m m\u1edf-mang.<\/p>\n<p>51. Such characters in fact determine two vital issues (i) the moral and (ii) the physical that vibrate people\u2019s behaviors; good or evil, which entail the making up types of government, either good or evil. Evil government works for the ruling glass\u2019 interests, which sometimes go against cultural and social progress. In depressing political regime as such the government policy oftentimes manipulates and even intends to promote people\u2019s deficiency (penury) wrongly labels as national characters that must prevail. For the effective control of Chinese people Beijing promotes the return to and worship of Confucianism, once debased as the revolution\u2019s reactionary enemy, now it is the twist from monarchy loyalty to the loyalty of Marxist oligarchy. However, this is exceptionally Chinese pragmatic thinking in taking the part of adapting American pragmatism, a point brilliantly adopted and excelled by Deng Xiaoping who wisely phrased: \u201cRich is good\u201d. While Vietnamese government being not equal to such radical thinking caliber of Deng and is short of ablest leadership, certainly fails miserably at the political juncture due to irreversible crooked policy.<\/p>\n<p>52. Tr\u00ean th\u1ef1c-t\u1ebf t\u00ednh d\u00e2n-t\u1ed9c c\u00f3 hai y\u1ebfu-t\u1ed1 quan-tr\u1ecdng: (i) suy-t\u01b0 c\u1ee5-th\u1ec3 v\u00e0 (ii) suy-t\u01b0 theo lu\u00e2n-l\u00fd. C\u1ee5-th\u1ec3 ra sao v\u00e0 lu\u00e2n-l\u00fd th\u1ebf n\u00e0o \u0111\u1ec1u l\u1ed9 ra trong gu\u1ed3ng-m\u00e1y ch\u00ednh-quy\u1ec1n. Nh\u01b0ng tr\u00ean th\u1ef1c-t\u1ebf ch\u00ednh-quy\u1ec1n \u0111\u1ed9c-\u0111o\u00e1n kh\u00f4ng ch\u1ea5p nh\u1eadn nh\u1eefng \u00fd-ki\u1ebfn x\u00e2y d\u1ef1ng v\u00e0 ti\u1ebfn-b\u1ed9 v\u1ec1 m\u1eb7t x\u00e3 h\u1ed9i v\u00e0 v\u0103n-h\u00f3a c\u00f3 l\u1ee3i cho \u0111\u1ea5t-n\u01b0\u1edbc v\u00e0 d\u00e2n. H\u1ecd ch\u1ec9 \u0111\u1ec3 \u00fd t\u1edbi gu\u1ed3ng m\u00e1y c\u1ee7a h\u1ecd m\u00e0 th\u00f4i. Trong c\u01a1-c\u1ea5u ch\u00ednh-tr\u1ecb \u0111\u1ed9c-t\u00e0i ch\u00ednh-quy\u1ec1n th\u01b0\u1eddng ch\u1ec9 mu\u1ed1n d\u00e2n k\u00e9m tr\u00ed-tu\u1ec7 \u0111\u1ec3 d\u1ec5 cai-tr\u1ecb. Ch\u00ednh-quy\u1ec1n \u1ea5y coi \u0111\u01b0\u1eddng l\u1ed1i cai-tr\u1ecb c\u1ee7a h\u1ecd nh\u01b0 l\u00e0 m\u1ed9t truy\u1ec1n-th\u1ed1ng c\u1ee7a d\u00e2n-t\u1ed9c n\u00ean m\u1ecdi ng\u01b0\u1eddi ph\u1ea3i noi theo.
